REQUEST FOR PROPOSALS
The Board of Granite County Commissioners is requesting proposals for the total cost of the performance of Granite County’s annual audit for fiscal years ending June 30, 2010, 2011 and 2012. Proposals will be received until noon on Monday, August 2, 2010, at the office of the Granite County Commissioners, Granite County Courthouse, P. O. Box 925, Philipsburg, MT 59858 and publicly opened and read aloud at 10:30 a.m. on Tuesday, August 2, 2010, at the office of the Granite County Commissioners, Granite County Courthouse, 220 North Sansome Street, Philipsburg, Montana. Proposals must be sealed and clearly marked “Granite County Audit Proposal 2010.”
Any certified or licensed public accounting firm or individual submitting a proposal must be on the Montana Department of Administration’s roster of independent auditors authorized to conduct audits of Montana local government entities. If the proposal is accepted, they will be required to enter into a Montana Department of Administration Standard Audit Contract with Granite County for three one-year audits.
All proposals must contain a minimum of three governmental references, a client list and a summary of the education and experience of individual auditors who will perform the audit.

INVITATION FOR BIDS
GRANITE COUNTY COURTHOUSE – ADA RESTROOMS PHILIPSBURG, MONTANA
Sealed bids will be received until 2:00 p.m. local time July 20, 2010 and will be publicly opened and read aloud at the Board of County Commissioners Office, at the Granite County Courthouse, 220 North Sansome Street, Philipsburg, Montana 59858 for the GRANITE COUNTY COURTHOUSE – ADA RESTROOMS. After this time, no bids will be received. Bidding Contractors shall clearly mark the outside of their envelope “GRANITE COUNTY COURTHOUSE ADA RESTROOMS – SEALED BID ENCLOSED.”
The Scope of Work, in brief, consists of the renovation and construction of two ADA accessible restrooms, other miscellaneous accommodations, accessibility upgrades at the Granite County Courthouse, Philipsburg, Montana. Work includes, but is not limited to demolition, mechanical, electrical, plumbing, finishes, and other miscellaneous work as outlined in the Bid Documents.
Bid Documents may be viewed at the Granite County Courthouse, 220 North Sansome Street, Philipsburg, Montana; Missoula Plans Exchange, 200 North Russell Street, Missoula, MT; Butte Builders Exchange, 4801 Hope Road, Butte, Montana 59701.
Bids Proposals shall be submitted on the forms provided with the Contract Documents. Contract Documents may be secured at A&E Architects, P.C., 222 North Higgins Avenue, Missoula, Montana 59801, (406) 721-5643. A refundable deposit of $100.00 is required for each plan set. Requests for out-of-town delivery must be accompanied by pre-paid postage. Plan sets returned to the offices of A&E Architects in good condition within ten (10) days of the bid opening shall receive a deposit refund.
Bids shall be accompanied by bid security meeting the requirements of the Contract Documents in the amount of ten percent (10%) of the total bid made out in favor of the Owner. The successful bidder will furnish an approved Performance Bond and Payment Bond in the amount of one-hundred percent (100%) of the Contract.

A pre-bid conference/walk-through is scheduled for 10:00 a.m., July 13, 2010. Attendance is strongly recommended. All interested bidders are encouraged to meet at the main entrance to the Granite County Courthouse, 220 North Sansome Street, Philipsburg, Montana.
The Contractor shall comply with all fair labor practices and state statutes including the Montana Prevailing Wage Rates.
No bidder may withdraw their bid for at least thirty (30) days after the scheduled time for receipt of bids except as noted in the Instructions to Bidders.
The Owner reserves the right to reject any or all bids, to waive any irregularities or informalities, and to accept or reject any and all bids.
A major portion of this project is funded by a grant for historic preservation through the Montana Reinvestment Act (HB645) and will comply with the provisions of the American Recovery & Reinvestment Act of 2009.

SEALED BIDS for 3,000 YARDS OF SANDING MATERIAL will be received by the Board of County Commissioners of Granite County at its office in the Granite County Courthouse, P.O. Box 925, Philipsburg, Montana 59858 until 11:00 a.m. on July 20, 2010, and at the said office, publicly opened and read aloud. Bids may be submitted separately for each location.
THE SANDING MATERIAL must be delivered to the Granite County Road Department divided as follows:

The contractor will be responsible for providing the results of a minimum of 3 gradation tests from an independent geotechnical testing lab. The testing lab will be responsible for obtaining samples according to the following schedule and locations.
Once when at least 500 yards is delivered, a sample shall be taken at the Phillipsburg Shop
Once when at least 1,500 yards is delivered, a sample shall be taken at the Phillipsburg Shop
Once when at least 500 yards is delivered, a sample shall be taken at the Hall Shop
The county reserves the right to reject any or all product outside of specifications.
Sanding material cannot contain more than 3% moisture. Sanding material moisture content in excess of 3% will not be paid for.
The amount of sanding material delivered will be verified by the contractor, by providing a copy of weight tickets or final volume measurements to the county with the invoice for payment.
IT WILL BE THE responsibility of the contractor to meet all federal and state regulations and permitting requirements.
THE CONTRACTOR will provide the sanding material and delivery as specified above.
THE SUCCESSFUL BIDDER will be required to execute a contract for this project with Granite County within two weeks from the date of this bid award. A performance bond in the amount of 100% of the contract price will be required for the faithful performance of the contract.
THE BOARD OF GRANITE COUNTY COMMISSIONERS reserves the right to accept or reject any or all bids and to waive technicalities as may be deemed necessary in the interest of Granite County. No bids will be considered except those from contractors ascertained to be experienced and responsible.

REQUEST FOR PROPOSALS
Granite County is seeking proposals for the design and installation of a new sewer line from the Philipsburg Ambulance Garage. Proposals are to include the development of a design, to be approved by the Commissioners, and cost of a new sewer service line from the ambulance garage across the parking lot to connect with the existing sewer line just east of the courthouse. Work is to be done in a safe and professional manner. New sewer line is to be 4” SDR 35 minimum and fill should be compacted for future asphalt paving.

PUBLIC HEARING NOTICE Major Subdivision South Jericho Bay
Property owners and developers Mountain Lion, LLC, P.O. Box 16630, Missoula, MT, 59807, are proposing an 84 lot major subdivision, located in the Section 23 of T5N, R14W, P.M.M., in Granite County. The subdivision is proposed to create 84 single-family residential lots. The property is located at Georgetown Lake in the Jericho Bay area. One variance for length to width ratios is being requested on this subdivision.
Montana Code Annotated 76-3-608 in conjunction with the Granite County Subdivision Regulations IV-A-3 requires a public hearing be held to gather public input for all major subdivisions.
The Granite County Planning Board will conduct a public hearing on this proposal beginning at 6:00 p.m., on Thursday, January 7, 2010, in the Granite County Courthouse, 220 N. Sansome Street, Philipsburg, MT. A copy of the application is available for public review at the Granite County Clerk and Recorder’s Office, 220 N. Sansome Street, Philipsburg.
